UK based record label you are looking for. This label was founded in the US about a decade ago.

As to your question of use to the song, "Waterfall," I can still answer. Fair use is a limitation and exception to the exclusive right
granted by copyright law to the author of a creative work. In United States copyright law, fair use is a doctrine that permits limited
use of copyrighted material without acquiring permission from the rights holders.

Examples of fair use include commentary, search engines, criticism, news reporting, research, teaching, library archiving and scholarship.
It provides for the legal, unlicensed citation or incorporation of copyrighted material in another author's work under a four-factor
balancing test:

1. The purpose and character of the use, including whether such use is of commercial nature or is for nonprofit educational purposes.
2. The nature of the copyrighted work.
3. The amount and substantiality of the portion used in relation to the copyrighted work as a whole.
4. The effect of the use upon the potential market for, or value of, the copyrighted work.

I cannot find an official website for the UK SilverTone label and from my understanding, when their parent group,
Zomba merged into BMG, they too dispersed. With this in mind, if you are questioning what the UK stance on the Fair use act is,
you can attempt to contact the Stone Roses to gain permission or find out who owns rights to the particular song, or do research on
google to find out exact details on the fair trade use in the UK.
